II II Abstract Nowadays, from the experiences of industries update and skilled talent development, there is furious competition in economy between the country and the city. Human resources is the core effect of the the productivity in the competition, especially the skills talents.Now all the country and city develop it in the core position of the whole development strategy. The skilled talent resource is the most important part of the hr, and its contribution is on exertion of science knowledge and craftsmanship to the economy and society. It is the complicated work different from the simple work, and it is the important fact of the productivity. Nowadays, the economy Bao’an district has stepped on the new and developing orbit, and thinking much of the role of the skilled talents in the economy increase which has been the basic idea for the city to get qualified skills talents. The skilled talents have been the key point and p ush power to the economy increase and society advancement gradually as the knowledge -creator, passer and user. It has become the sustainable and all-orientation core standing power. With the investigation and analysis of the present situation of the the sk illed talents of Bao’an and comparison of other countries’s valuable experiences, the paper gives the effective and feasible advice on different layer for the city to improve the skilled talent development abilities.
