 PAGE 4 安徽联通综合关口局工程建设管理研究 摘要 安徽联通综合关口局工程从 2002 年起历经三年的建设，在全省 17 个地市 建有 31 套基于电路交换的 TDM 关口局设备，与安徽移动、安徽电信等电信运 营商实现互联互通。 随着时代的发展和技术进步，当前的基于电路交换的综合关口局已经不能 满足人们对数据业务不断增长的需求，因此，安徽联通统一部署，从 2009 年起， 准备 3 年，将全省 17 个地市的 TDM 关口局设备更换为基于软交换技术的综合 关口局设备，目前为止一期工程已经完成，包括合肥在内的四个地市已经完成 建设并投入使用。 本文在分析了安徽联通综合关口局工程建设管理现状的基础上，以合肥联 通软交换关口局建设为例，依据项目管理的有关理论知识，结合自己在这一领 域的实践经验，根据项目的管理模式、项目的论证、计划、组织、实施、控制 和收尾这条主线，着重分析了安徽联通关口局建设项目在项目管理模式、项目 的实施、安全控制等存在的问题以及造成的成因，接着使用项目管理模式中的 具体工具分析了现有安徽联通综合关口局建设组织管理模式，提出了现有模式 存在的问题，重新设计了适合安徽联通综合关口局工程建设管理的组织机构模 式，并按照项目管理的需要设计出管理的方法流程。本文还针对工程管理具体 实施过程中的一些主要环节提出了管理方法和控制手段，着重研究如何提高建 设工程安全管理等问题。 通过本文，希望可以对其他地市关口局建设管理工作提供一种可借鉴的思 路和方法。 关键词：综合关口局；工程；管理 Management research for the Anhui Unicom’s Integrated Gateway ABSTRACT From 2002 to 2005, in order to communicate with Anhui Mobile, Anhui Telecom and other telecom operators, the 31 integrated gateway sets which based on circuit-switched TDM have been built by Anhui Unicom. With the development and technological progress, now the gateways can not satisfy the people’s increasing demand of data services. Therefore, under the unified plan of Anhui Unicom, we will build the new integrated gateways which based on softswitch technology to replace the used gateways from 2009 to 2012 .So far, we have finished the construction for the first stage. Including Hefei there are four cities’ new gateways that have been built and put into use. This paper analyses the actuality of the company’s Integrated Gateway engineering construction. With the guide of the project management relevant theory and the writer’s long time experience of this field, this paper analyses the project management problems and the causes of these problems, gives the project management applied scheme. This paper designs the company’s project management organization mode, main management workflow that suit to Anhui Unicom’s Integrated Gateway engineering construction.
