安徽省淮河流域易涝地区治理模式研究 摘 要 根据安徽省淮河流域涝灾发生频繁、灾情严重，已成为制约该区域社会经济发展 和迫切需要研究下一步治理模式的要求，针对安徽省淮河流域易涝地区分布范围广、 情况多变，治理任务艰巨的复杂特性，在简要阐述该区域基本情况、研究现状及治理 模式研究意义的基础上，分析总结了安徽省淮河流域涝灾成因与治理历史演变，针对 这个区域地形条件和常受洪涝灾害的自然特点，研究提出了安徽省淮河流域易涝地区 治理模式，为该区域治理提供重要技术支撑，对推进该区域治理进程，促进地区经济 社会发展有重要作用。论文的主要内容有： 1、简要地概述了安徽省淮河流域的基本情况； 2、从暴雨特性、自然地理因素、排涝工程情况、水土资源开发、工程运行管理 等方面，分析总结了安徽省淮河流域易涝地区涝灾特点及成因； 3、分析了新中国成立以来安徽省淮河流域不同历史时期、不同地区治涝效果， 总结了治涝经验与启示。 4、针对安徽省淮河流域易涝地区地形条件和洪涝特点，研究提出不同治理模式， 以解决该区域洪涝灾害发生频繁、灾情严重问题，促使该地区受灾面貌有根本改观， 保障地区社会经济正常可持续发展。 关键词 ：淮河流域；易涝地区；治理模式；研究 Study on Governance Patterns of Waterlogged Areas of Huaihe River in Anhui Province Abstract The Huaihe River flood occurs frequently, and damages seriously, these restricte the economic development of the region, so further requirements of governance need to study. In view of wide distribution of the areas liable to waterlogging, changing situations, complex nature of the task difficult in Huaihe River Basin in Anhui Province, base on briefly describing the basic situation of the region, existing status and the significance of governance, analyze and summarize the Huaihe River Basin evolution of waterlogging causes and treatment. In view of the terrain features and natural features that often affected by flood of this region, the governance model is proposed for the areas liable to waterlogging in Huaihe River Basin, these provide important technical support for promoting the process of governance in the region, and promote regional economic and social development.
