Baotou ,s twelfth five-year plan plan proposed to pay special attention to the transformation and upgrading of industrial structure, the comprehensive improvement of the environment and the ecological protection and construction of ecological city and other projects, which needs to be done in the construction of ecological city industrial upgrading to realize the economic sustainable development. This paper based on the social development needs construct evaluation system of industrial upgrading, evaluate the level of baotou industrial upgrading and put forward countermeasures and suggestions. Therefore, how to transform the development mode in the baotou industrial upgrading according to the requirements of construction of ecological civilization has a special important value.
