Government process reengineering can promote the transformation of government functions and improve government performance, which based on the demands of the public, and as the means of process reengineering and linked by the service chain. And process reengineering has become a practice hotspot for the local government to innovative the operation mechanism. Currently, facing the problem of insufficient authorization of functional department, the plight of department interests and the poor performing of process, it is unable to meet the building goal of service-oriented government which is oriented by the citizens and results. In the beginning, the thesis analyzes the construction condition and existing problems of the government process in Xicheng district administrative ser vice center, and also points out that the government process in Xicheng district administrative service center is still in the trial and exploration stage with a series of problems. Then the thesis explains the reengineering power and resistance, and points out that the process reengineering resistance of administrative service center mainly comes from the business environment problems, such as department division, departmental benefits, overlapping business. And the power is from practical application requirements including civil society, electronic government, collaborative office, public service. Chapter four summarizes the ideas and mechanisms of the process reengineering in administrative service center, and puts forward the mechanism of process reengineering in the Xicheng district administrative service center from four aspects, including the organization mechanism, the resources conformity mechanism,
