It is not necessary and nearly impossible for the government to deal with every detail from the web design to web maintenance, let alone for the individual departments. Shenzhen now takes the lead in building the e-government in China. In Shenzhen, a number of e-government projects have outsourced its operation and maintenance sections to the private companies, which is now a national and global trend. However, the outsourcing trend is still severely restricted, due to the unsound management system, the lack of benchmark standard and the absence of a proper performance evaluation system. Based on a case study of Nanshan District, Shenzhen City, this thesis intends to investigate and carry out a comprehensive analysis of the current performance evaluation situation of e-government operation and maintenance system. Inspired by the knowledge structure of ITIL, this paper develops an evaluation indicator system. Moreover, this paper further quantizes the evaluation indicator system with AHP, and applies it to the real outsourcing projects. This paper aims to establish a more practical and complete performance evaluation system, which combines the existing performance evaluation system in other fields and the experiences from the e-government project in Nanshan District, Shenzhen City. This new performance evaluation system developed by this study will largely benefit the outsourcing trend of the e-government operation and maintenance. In particular, it can facilitate the communication between government and the outsourcing contractors, which at the same time can help the government to develop a more advanced management and control system over the contractor.
