II 1 ABSTRACT The application of e-government system gradually into the various government departments, and network building are maturing. However, for a long time the building of network security has not caused enough attention, how to deal with faced security threats, eliminate potential safety problems. After the incident in a safe emergency personnel how to organize emergency treatment, track the perpetrators of security incidents, rapidly recovery system, disaster losses to a minimum, to improve the system so that it views the building from destruction again, this is the goal of the study. In this paper, the author think building an emergency response system(ERS) will resolve the problems above effectively. Firstly, giving an introduction of ERS, besides its definition, function, and important role to keep the network run smoothly, the author stresses the importance, urgency, objective and method as to build up an ERS in E-government system.Secondly, analyzing the working process of ERS classic model, then try to develop a practical model. thirdly, showing in detail the operation of ERS in E-government system. In the fourth part, on the basis of theoretical analysis, the author gives an example demonstrating how to construct an ERS and effectively remove all threats towards E-government system. At last, summing up the threat sources to network and forecasting the evolution of ERS. This paper proposed by the Institute of e-government model emergency response and emergency treatment is for e-government system proposed by the characteristics, make up the emergency response deficiencies in the classical model, simplified the classic model of the process, strengthen the classical model in the latter part of services and System improvement process. A municipal departments can be an example, the construction units have been affirmed and e-government for the whole emergency response system and provide a theoretical basis and practical guidance, completed a study of thi
