Procuratorial organs are not only the judiciary branch, but also have certain administrative features. The primary prosecutorial system performance appraisal goals should include political goals, legal objectives, policies objectives and technical goals. Assessment instruments should be based on behavior, performance-based or based on the relationship. The current assessment methods, with a series of issues, can be progressively improved through the innovation of ideas and institutions. 〔Key words 〕grassroots procuratoria
