农业生物技术价值链融资认知度制约因素与实施效果分析 　　摘要：?r值链融资是推动农业生物技术规模化和产业化的重要资金保障，价值链融资各参与者通过利益共享、风险共担，将农业生物技术产业各个环节紧密相扣，促进农业生物技术产业可持续发展。本文利用12个省市168份农业生物技术产业价值链融资问卷调查和深度访谈，实证分析了农业生物技术产业价值链融资的认知情况、方式、制约情况和实施效果。调查结果表明，受访者对农业生物技术价值链融资认知度不高，且农业生物技术产业价值链融资存在普及度不广、相关法律法规不健全和政策性扶持力度不够等主要问题，面临的最大风险是信用风险，而且受访者对实施效果的满意度不高。针对调查发现的这些问题，本文提出了完善农业生物技术产业价值链条、拓宽农业生物技术产业价值链融资渠道和统筹协调金融政策与价值链发展等政策建议。 　　关键词：价值链融资；农业生物技术；产业化；认知度；制约因素 　　中图分类号：F304.4文献标识号：A文章编号：1001-4942（2017）03-0158-06 　　AbstractValue chain finance is regarded as the important financial guarantee for agricultural biotechnology to realize its large scale and industrialization development， which can make each link of agricultural biotechnology industry join together and promote the sustainable development. All the entities in the value chain finance can share the benefits and risks. This research took 168 questionnaires from 12 provinces or cities as evidence， and analyzed the cognition degree， restrictive factors， financing modes and implementation effect in agricultural biotechnology value chain finance. The results indicated that the cognition degree of most respondents was not high， and the low popularity， imperfect relevant laws and regulations， lack of governmental support were the main problems of agricultural biotechnology value chain finance. At the same time， the biggest problem was credit risk， and the satisfaction degree of respondents to implementation effect was also not high.
