So our government should get some idea of “irregulation”in higher education evaluation in America , UK and Japan. “Irregulation”requires government decentralize gradually and switche to meta - evaluation from direct regulation , and meanwhile cultivate the self - governing ability of society. Of course , government can influence social policy - making through legislation , appropriation , etc , finally establishing a neotype system of checks and balance between government and society that aims at enhancing the social adjustment and charac teristic of higher education.
