公路工程建设管理实践创新的研究 　　【摘 要】：随着我国公路体制改革的不断深化，公路工程市场竞争日愈加剧，公路企业面临极大的竞争压力，生存环境不容乐观。因此，想要在激烈的市场竞争中站稳脚跟，就必须坚持科学的建设管理原则，遵循正确的建设管理程序，创新管理的具体内容，抓住建设管理的关键环节并采取相应的措施，实施有效的项目成本管理。本文对项目的确定与建设工期的合理安排、设计规范的突破与创新、招投标过程的监督与评标方法的创新、项目经理管理与监督的创新、中标企业与“合作伙伴”的创新进行了分析，并对加强工程建设管理与控制进行了研究探讨。 　　【关键词】公路工程；建设管理；创新研究 　　Highway engineering construction management practice innovation research 　　Liu Jian-tao??1,Du Ya-na??2 　　(1.Shandong Province transportation hall JInan Shandong 250002; 　　2.Shandong Province Heze Public roads administration Heze Shandong 274000) 　　【Abstract】Along with our country road organizational reform unceasing deepening, the highway engineering market competition date intensifies, the road enterprise faced with the enormous competition pressure, the survival environment is unoptimistic. This article indeed decided to the project with the construction time limit for a project reasonable arrangement, the design standard breakthrough and the innovation, the move of tender procedure surveillance and the evaluation of tenders method innovation, project manager manages and the surveillance innovation, was selected the enterprise with “the partner” the innovation to carry on the analysis, and to strengthened the engineering construction to manage and to control has carried on the research discussion. 　　【Key words】Highway engineering;Construction management;Innovation research 　　 　　1. 项目的确定与建设工期的合理安排 　　公路建设是一项系统工程，在前期工作中要特别注意合理确定开工项目和项目的建设工期。项目是否开工、先开工哪个项目、后开工哪个项目，可以依据该项目在国家公路网中的位置、国家资金支持政策、真实的车流量预测、在全省经济发展中所处的地位和实际交通需求迫切程度来确定，并坚持科学、集体决策。 　　建设工期包括预可、工可、初步测设、施工图测设及必要的科研等前期工作时间和施工时间。合理工期是保证工程质量、降低建设成本的必要条件。合理工期应根据工程规模、建设难度
