A great deal of planning, investigation and comparison work have been done in late 30 years around the location, means of drilling, route and layout of the east line of the South-to-North Water Diversion project that drilling through the Yellow River. The great success has been made in drilling proving hole through the Yellow River after the endeavor of getting over the terrible hydrological and geological condition of connection of three kinds of water-pore water、karst fissure water and water from Yellow River, which helped determine the design solution of drilling through Yellow River with tunnel in the bedrock under the middle of Yellow River downstream located between Mountain Wei and Mountain Xie in Doping county and Donge county in Shandong Province.?? 　　Key words: east line of the South-to-North Water Diversion Project; Yellow River;design；solution?? 　　 　　1 前 言?? 　　 　　《南水北调工程总体规划》确定南水北调东线工程将利用江苏省已建的江水北调工程，逐步扩大调水规模并延长输水线路。从长江下游扬州附近抽引长江水，利用京杭运河及与其平行的河道逐级提水北送，并连通起调蓄作用的洪泽湖、骆马湖、南四湖、东平湖。出东平湖后分两路输水：一路向北，在山东解山附近经隧洞穿过黄河，经扩挖现有河道并利用南运河，自流到天津；另一路向东，通过胶东地区输水干线经济南向山东半岛供水［1］。北调江水如何过黄河向黄河以北地区供水是南水北调东线工程的关键。自20世纪70年代以来，有关部门和单位做了大量的规划研究等前期工作，对穿越黄河的位置
