The study has found that the participation of new rural cooperative medical system should be improved， the financing mechanism of the new rural cooperative medical system needs to be improved， the level of coverage for the participating residents should be improved， and the utilization rate of the new rural cooperative funding needs to be improved. Therefore， the government should increase publicity efforts to improve the financing mechanism for the new rural cooperative medical care， gradually improve the level of coverage for participating rural residents， and strengthen the management of the funding for the cooperative system. 　　[Key words] New rural cooperative medical system； Current situation； Problems； Countermeasures； Guangxi 　　合作?t疗制度在中国历史上取得了很好的成绩，但由于没有根据社会的变化而进行相应的改变，导致农村居民疾病经济负担较重，“因病返贫”、“因病致贫”问题突出[1-2]。《中共中央国务院关于进一步加强农村卫生工作的决定》[3]中指出，各级政府要积极组织引导农村居民建立以大病统筹为主的新型农村合作医疗制度，重点解决农村居民因患传染病、地方病等大病而出现的因病致贫、因病返贫问题。2003年，广西在藤县、平果县、陆川县进行新型农村合作医疗试点，取得了一定的进展，主要体现在参合率大幅提高、筹资水平显著提高、保障水平有所提高等方面[4-7]。为
