i i PAGE PAGE ii 摘 要 改革开放后，我国在经济社会的各方面都取得了举世瞩目的发展成就，广大的劳 动者群体为此作出了巨大贡献。但是，劳动者群体在很大程度上却没有享受到经济发 展的成果，自身权益时有损害，其中就包括越来越严重的职业安全问题。职业安全关 系到劳动者的生命健康、财产安全乃至国家社会的稳定，重要性不言而喻。我国政府 对劳动者职业安全治理问题历来都十分重视，取得了巨大的成绩，然而职业安全形势 却依然严峻。本文认为，我国传统的职业安全治理是以政府为单一治理主体的单中心 治理，在当前形势下面临诸多困境。兴起于西方社会的多中心治理理论则认为在对公 共事务的治理中，除政府外，其他各治理主体都能发挥重要的作用。在此背景下，从 多中心理论视角研究我国劳动者职业安全治理问题是一种新思路。 本文首先是梳理了国内外对职业安全治理研究的相关成果，并对职业安全和多中 心治理这一研究视角的有关内容进行了总结概述；其次对我国建国后职业安全治理的 演进历程和当前的职业安全形势进行分析，总结了我国劳动者职业安全治理困境的根 源与具体表现；最后，通过借鉴美英等国家在职业安全治理方面的成功经验和多中心 治理理论的相关内容，进而提出了完善我国劳动者职业安全治理的相应对策建议。 关键词：劳动者职业安全 治理 多中心治理 Abstract After the reform and opening up, China has achieved remarkable achievements in terms of economic and social, large groups of workers made a great contribution in this process. Groups of workers, however, to a large extent but did not enjoy the fruits of economic development, when there is damage in their own rights and interests, including the increasingly serious issue of occupational safety. Occupational safety related to the life and health of workers, property safety and even the stability of the national society, the importance of self-evident. The Chinese government has always attached great importance to the workers occupational safety governance issues, has made great achievements, however, the occupational safety situation is still grim. This paper argues that Chinas traditional occupational safety governance in a single central government as a single governance body governance, in the current situation facing many difficulties.
