I I 多中心理论视野下的城市社区治理体系研究 中文摘要 中文摘要 党的十八届三中全会把握发展大势，明确提出创新社会治理体制、提高社会 治理水平，这是我国从传统社会管理转向现代社会治理的重要标志。社会治理的 大命题下，社区治理作为治理的最基层单位，越发凸显出时代的重要意义。我国 的社区治理研究已经开展十数年，始终在理论层面进行探索，尚未有研究成果来 指导现实问题的解决。尤其是随着经济社会的进一步发展，现代城市社区治理又 增加了更多的内容，这使城市社区治理的研究又增加了紧迫性。 本文立足在现代城市社区概念基础上，以“在建社区”苏州市相城区峰汇园 社区为典型，聚焦该社区长达2年多的维权行动，对“在建社区”种种乱象进行 梳理和剖析，以求在中国特色和多中心治理的双重理论视野下寻得一条有效的社 区治理之路。通过结合“峰汇园社区”这一“在建社区”的治理实践，先后借鉴 中国特色社会主义理论、多中心治理理论、无缝隙政府理论等重点理论，围绕对 策研究这一终端命题，尝试搭建出“一核多元”体系，以期作为城市社区治理的 应用框架，为社会治理的远大远景提供执行参考。 关键词： 中国特色、多中心治理、城市社区、社区治理 作 者：陈燕平 指导老师：芮国强 II II 英文摘要 多中心理论视野下的城市社区治理体系研究 City Community Governance Research on the Aspects of Chinese Characteristics and Multi-center Theory Abstract The CCP third plenary session of the 18 grasps the development trend， clearly put forward the system of social management innovation， improves the level of social governance. this is an important symbol of our country from the traditional social management to modern society. Under the proposition of social governance， community governance as the most basic unit of governance， plays more and more significant role . Community governance research in our country have developed ten years， but it was only in theoretical exploration， and there is no research results to guide the real problem， Especially with the further development of economic society， the modern city community governance and the research and development of the urban community governance is more urgent. Based on the basis of the modern city community concept， with community under construction for Hejing Fenghui in Xiangcheng district community， focus on the community， district for more than 2 years of activism， for community under construction combing and analyzing all sorts of chaos， in the Chinese characteristic and the perspective of multi-center of double center governance ，in order to get an effective path of community governance.
