Abstract Abstract 万方数据 万方数据 Abstract With continuous and rapid economic development in China ， resident’s consumption level have been clearly improved, which boosts the rapid development of health food industry in China. In new national 12th Five-Year Plan for Food Industry, the nutrition and health food manufacturing is firstly listed into national food industry plan as a major industry. However, health food industry in China is also involved in a series of problems which is now much harder to ignore and have been a concern for the society. Based on the achievement in scientific research of our Predecessors, to study on the theory of health food Safety management, through defining the concepts of health food, health food safety, polycentric governance, polycentric governance theory, explore the establishment of a new mode of Chinas health food safety and polycentric governance. Firstly, starting from the chinese recent health food safety incidents, summarize the situation of Chinas health food safety and mono-centric governance , analyze the existed problem and crisis; Secondly, elaborate the reasons , including government, market mechanism, the third sector, consumer groups, and conclude that the mode of mono-centric governance can’t Satisfied the current situation. Then summarize the whole situation and respective pattern in American and Japan, and puts forward some references for our country. Through the research and analysis on the theory and Practice, finally, it comes to the conclusion: The optimal choice of health food safety management , which include perfect government, market mechanism, the third sector, consumer groups, and to establish a “cooperative partnership between the four”, to realize the establishment of a new mode of Chinas health food safety and polycentric governance.
