多 多民族国家政治整合目标体系研究 I II 摘要 政治整合是多民族国家现代化建设所面临的现实问题，也是多民族国家政治 发展的重要任务。政治整合目标是政治整合理论的重要组成部分，本文通过对政 治整合概念、影响因素、整合机制等理论的梳理，明确指出多民族国家政治整合 的根本目标是政治一体化。在此基础上，依据美国学者迈伦·韦纳关于政治整合 五种用法的概括和民族国家构成的要素，尝试提出了多民族国家政治整合的目标 体系，并就每一层次目标的内涵、现实状况、影响因素、实现路径及对策进行了 深入的分析和探讨。文章指出，多民族国家政治整合的目标体系由国家主权统一、 国家领土完整、国家权力机关有效权威的确立、民众对国家的认同以及国家核心 政治价值体系的确立等五个层次的目标构成。其中国家主权的统一是多民族国家 政治整合的首要目标；国家领土完整是多民族国家政治整合的基本目标；国家政 权机关有效权威的确立是多民族国家政治整合的重要目标；民众对国家的认同是 多民族国家政治整合的长远目标；国家核心政治价值体系的确立是多民族国家政 治整合的深层次目标。多民族国家这五个层次的政治整合目标之间是层层递进， 逐步展开的，每一个政治整合目标的实现都是更高层次目标实现的前提和基础。 关键词：多民族国家；政治整合；目标 I III Abstract Political conformity is a practical problem that multi- ethnic countries faced in their modernization, and it is also an important task of political development of multi-ethnic countries. The target of political conformity is an important component of the political conformity theory. This article points out clearly that the fundamental target of political conformity is political integration by means of rearranging the concept of political conformity, the impact factors and the integration mechanisms and so on. And on this basis, trying to advance the target system of multi-ethnic political conformity according to American scholar Myron ? Weiner’s summary of five use of political conformity and the elements of nation-state constitution. This article also gives deep analysis and discussion on the meaning of each level of the target, the reality conditions, the impact factors and the countermeasures to achieve the path. The article pointed out that the target system of multi- ethnic political conformity are composed by five-level targets, including the unification of state sovereignty, territorial integrity, the establishment of the effective authority of organs of state power, the peoples national identity and national core value of political system.
