摘 要 我国的建设工程招投标制度自推广至今已经 20 余年，这个过程是发展和进 步的过程，也是我国的建筑市场逐步规范的过程，统观我国目前工程建设的招投 标现状，发现还存在一定的问题。这就要求我们去分析问题产生的原因，并探求 解决的办法。综合评估法的应用较为普遍，但是在该方法的使用过程中也暴露 了很多的不足。随着建筑市场新形势的出现和建筑市场改革进一步深入，与国际 接轨，积极推行并实施好经评审的合理低投标价法就显得尤为重要。 此种方法的实施是我国建设工程招投标走向国际化，向合理低价中标法的 一种过渡。但是怎样创造条件，怎样才能实施好经评审的合理低投标价法也是 值得我们深入分析和研究的问题。在我国建设工程招投标中要彻底推广合理低 价中标法的条件还不完全具备，但合理低价中标法是国际通行的评标原则， 按照国际惯例招标投标，与国际建筑业接轨势在必行，所以这是我国建设工程招 投标的发展方向。在统一软件开发过程建模方法指导下，本文对招标评审系统的 整体架构、应用层设计、数据库设计、安全设计等几个方面进行了研究，着重阐 述了业务需求的分析与实现。 合理低价中标法最终将在我国得以实施。对合理低价中标法在我国成功 实施的可行性给予充分的论证，提出切实可行的措施，为该方法的推广创造条件。 本文主要分析我国目前工程建设招投标中存在的问题与解决办法，并对我国现行 的评标方法进行分析研究，提出改进意见。 关键词：合理低价中标法，建设工程招投标，工程量清单，评标方法，成本价 ABSTRACT In our country the Construction project bid invitation and bidding system has been established for more than 20 years，during which progress the system not only has been making improvements itself and but also the regularizations for construction market has been gradually strengthened. Considering the current situation of the system, it is easily to find that there are still some problems. We should analyze the causes of these problems and explore solutions. “Comprehensive assessment method” has been widely used, but many shortcomings has been exposed in the process of application. With the emergence of new situation and further reform in construction market, it becomes more and more important to be geared to international standard and actively promote “accredited lowest bidding price method”. The implementation of “accredited lowest bidding price method” is a movement forward to internationalization and “bidding evaluation in reasonable low price”. How to create condition and implement of “accredited lowest bidding price method” is worthy of our further analysis and research. The conditions for thorough completing “bidding evaluation in reasonable low price” in construction project bid are not favorable. But “bidding evaluation in reasonable low price” is internationally accepted evaluation principle, it is necessary to take this intern
