础性作用，造成财政负担加重，经营效率低下。 为了减轻财政负担，提高城市基础设施经营效率，必须转变政府在基础设施领域中 的职能，规范政府参与模式。本文首先通过相关理论分析，夯实对城市基础设施研究的 理论基础；其次，分析了城市基础设施的内涵，如概念、特征及基础设施与城市经济之 间的关系，并简略分析了政府在项目融资模式（BOT、TOT、PPP）中的角色；第三，指 出政府参与城市基础设施建设及运营存在的问题及原因，其中体制性问题是政府参与城 市基础设施建设及运营不当的根本原因，并提出解决对策；最后，选取城市地铁作为研 究样本，通过比较中外主要城市地铁建设及运营中政府角色与参与模式，并从中汲取成 功经验，同时，提出我国政府在城市地铁建设及运营中的角色与参与模式框架。总之， 界定政府职能，引进竞争机制，是实现基础设施领域改革目标的要求。 关键词：政府角色 城市基础设施 参与模式 Abstract According to Program Development Bureau of UN, investment in urban infrastructure in developing countries should account for 3% -5% of GDP, China is in the stage of accelerated development of urbanization, the proportion of investment should be higher than that. However, according to the data of National Bureau of Statistics show that Chinas urban infrastructure investment accounts for 2.45% of GDP, which lower than the international level. Chinas low urban infrastructure investment rate, mainly impacted by the backward investment and financing system, in particular, in the field of infrastructure, Roles of Government are not positioned accurately and government’s participation mode is not standardized, making the government become single one in the construction and operation of urban infrastructure, ignoring the basic role of market mechanism, resulting in heavier financial burden, and operating inefficiency. In order to alleviate the financial burden and improve the operational efficiency of urban infrastructure, we must change the functions of government in the areas of infrastructure, and regulate the government’s participation mode. Firstly, the article reinforces the theoretical basis for studying urban infrastructure through relevant theoretical analysis; Secondly, it analyzes the connotation of urban infrastructure, such as concepts, features of infrastructure and the relationship between the urban economy and infrastructure, and briefly analyzes the role of government in the project financing models (BOT, TOT, PPP);Thirdly, it points out that there are many problems
