Abstract Since the reform and open policy, the city developed rapidly, people’s living standards enhanced largely, their security requirements rising day after day, the safe problems become more and more important. Under this situation, how to make a safety and security urban environment has a direct bearing on the healthy development and suitably of the construction of the city. Based on this, considering the scope of safe theory reacher in internation, street safty divides into five parts: the activity security and the traffic safety which have existed, the disaster safety which takeing Japan as a representative, the defense security taking Western European countries as a representative,and the psychological safty. Adding the existing safe problem on our living street, we can know the activity security, the traffic safety and the defense security was the the three parts that our safe street construction needs to complet. In view of these three kind of safe characteristic at present, the activity safty construction, followed the root of the safe questions produced, need to strengthen the living street’s environment designing, to enhance street place’s secure,and to perfect safe rules and regulations; the traffic safety construction, as the same condition, should to control the the volume of traffic, the road condition, the peripheral environment of street and the protection of traffic strengthenly;the defence security ,followed the theories of urban dead angle and defened space ,should pay attions on the streets domain space, the surveillance condition and the environment reflection. Integrated the above factor, the living street’s safe designing strategy contains the following aspects: eliminating the hidden danger, consummating the related rules; balancing transportation’s distribution, respecting the pedestrian rights and interests; constructing defense network, making favor street environment for all strategy and so on. These strategy not only will be safegu
