ABSTRACT With the high-speed development of science and technology, and the rapid growth of cultural knowledge in modern society, information becomes the important cognitive object and the strategic resource day by day. To a certain extent the success or failure of all kinds of competitions in today s society is decided by mastering information. The basic value of information as a resource has become more and more obvious. The openness of government information is an important content of democracy and the rule of law in the rule of law in the information era. Simon –an expert who studies politics regards openness and participation. Without the openness of government information or people’s right to know, it is impossible for the people to participate .So the openness of government information is one of the representative system’s democratic cornerstones. It has already been a world trend to establish the openness of government system, in which opening information law plays a key role. The country which establishes the law of government information publicity is Sweden .The law was established in 1766. In this law the press has the right of reshipping the document. A long with the people knowing the right to know, especially after the World War 2, many countries in the world legislation the law of government publicity. In these laws, the most typical law is the law of information freedom which is legislated by USA in 1966, According to statistics, up to the year of 2002, there were 50 countries legislating the law of government information publicity. The sovereignty of people is a principle of our constitution. The sovereignty requires the government information publicity. A long with the reform and opening-up, our country use the government information as a way of ensuring the people’s right.
