2012年俄罗斯结束了K：达18年的入W:谈判成功入叫:。入世承诺包括货物贸易市场准入 制度的改变（进出口关税的调整）、服务市场的进一步开放、对农业、汽车行业、能源材料、 金融服务业的重点规划、逐步完善与世界贸易体制相匹配的相关法律法规。随着入世进程的 深入，俄罗斯经济模式的转变，俄M内贸易以及投资环境的改善，屮俄双边贸易将受到直接 的影响。除了贸易兑的随之增加、商品贸易结构多样化、更多领域的合作，还有中俄双边投 资力度的改变。此外，世界上各主要国家对俄贸易将会因为俄罗斯入世而对中国的进出口产 生与之前不同的影响。最主要的影响表现在与其他国家对俄商品贸易的竞争，以及随着俄罗 斯吸引外资政策的调整而必须面对的各主要国家对华投资力度的改变。本文从中俄贸易在俄 入世前十年与入世后的发展情况的分析入手，深入分析了俄罗斯入世将给屮国进出口贸易带 来的机遇与挑战，以及屮俄贸易未来的发展趋势，并阐述了对屮国如何应对挑战的一些建议。 关键词：俄罗斯入世；双边贸易；进出口：投资 ABSTRACT In 2012 Russia ended 18 years of WTO accession negotiations and succeeded to join the WTO. Russia’s commitments of WTO accession include the change of the trade in goods market access system (the adjustment of import and export tariffs),further opening of service, the focus planning of the agriculture industry, the automobile industry, the energy material industry and the financial services industry, perfecting the international trade system that matched the relevant laws and regulations gradually. With the deepening of the process of Russia’s accession to WTO, the shifting of the Russian economy mode, the improvement of domestic trade and investment environment of Russia，the bilateral trade between China and Russia will be affected directly. In addition to the increasing of trade，commodity trade structure diversification, more areas of cooperation，the change can also be seen about the bilateral investment between China and Russia. Moreover, the trade between the major countries in the world and Russia will affect China import and export trade differently comparing with the situation before Russia entries into WTO. The main influences perform on the competition with other countries on Russia’s trade in goods and the facing problem that the change of investment from other countries to China with the adjustment of the policy to attract foreign capital policy.
