城市备用水源规划研究 摘 要 可靠的 应急备 用水 源 是城市 应急供 水的 基 础和关 键，城 市备 用 水源规 划是 提高城 市供水 安全 的 有效措 施。我 国正 处 于快速 发展阶 段， 水 在经济 发展和社 会建设 中的地 位越 来 越重要 ，进行 备用 水 源规划 研究具 有重 大 实用价 值和理论 意义。 分析近 年来国 内外 各 类灾害 的种类 、数 量 和发生 趋势， 研究 国 外相关 机构 和国家 紧急情 况下 应 急供水 定额、 供水 时 间和备 用水源 选择 等 的方法 和原则， 结合我 国国情 提出 符 合我国 发展要 求的 应 急供水 定额、 供水 时 间、需 水量预测 模型、水 源选择 原则 和影响因 素，为 备用 水源规划 研究提 供依 据。 以芜湖 市为例 ， 根 据 规划地 区现状 用水 组 成、气 候 特点 、经 济 情况、 风俗 习惯、 水资源 情况 等 因素， 经综合 分析 ， 确定紧 急情况 下满 足 基本生 活要求的 生活供水 定额、工 业 供水指标，根据备 用 水源规模 模型计 算求 得备用水 源规模 。 结合城 市总体 规划 、 给水工 程专项 规划 、 排水规 划、水 功能 区 划、水 资源综合 利用规 划、干 旱应 急 预案、 水利设 施实 施 计划， 选择城 市应 急 备用水 源，确定 应急预案 。 关键词： 备用水源、 应急供水 、应急 供水 定额、应 急供水 时间 、应急预 案 Urban Alternative Water Source Panning Study Abstract Reliable alternate water source is the foundation and key of cities emergency water supply system. The city alternate water source is a effective measures in improving the security of urban water supply system. China is in a stage of rapid development, the status of the water in the economic development and social construction becoming more and more important. So city alternate water source planning study has great practical value and theoretical significance. Researched disasters’ types, quantity and develop trend that leading to water supply source affected in the world. Analysis other countries’ emergency water supply characteristic such us quantity, quality, time, alternative water source select methods and principles. Based on Chinas conditions put forward china’s emergency water supply quota, time, water demand forecasting model, water source selection principles and the influencing factors. These elements are the basis of emergencies. Took Wu hu as an example, Identify basic living water quota and industrial water use index after comprehensive analysis planning area’s situation of water composition, climate and economic development conditions, customs, water resources and so on.
