Abstract The housing market is growing prosperity, residential related theory study also in full swing, academics, government officials, developers and ordinary consumers take al lot discussion, assessment and prediction on residentil. There are brilliant achievements of residential housing market price theory but while for the theory of residential value it stops, especially from the utility value theory to analyze. Therefore, this paper tries to from the perspective of utility value theory, through setting up a set of residence of scientific, systematic, and a workable residential utility value evaluation system, assess a residential utility of objective value. Based on utility value theory, probes the meaning of residential utility value, on the basis of the relevant research results of scholars at home and abroad, from the subject of value relations and the demand of people, the dimension of the residential utility value were summarized, including traffic facilities convenience, the environment facilities convenience, living facilities convenience and building itself convenience. Utility value evaluation method of theory is chosen the exploring the structure equation model which can validate. The deep research in the theory of structural equation model applied to lay the foundation. Make the traffic facilities convenience, the environment facilities convenience, living facilities convenience and building itself convenience the latent variables, and establish the housing utility value construction structure model. After putting forward the reasonable assumption and making the angle of measurement model clear, this paper finally gains the conceptualization of path chart r and equations. Then, through integration of data from various sources, it gets this observation index data. With AMOS software application, this paper constructs a Harbin city residential utility value evaluation model, and the model result from is analyzed actual and the utility value theory. K
