STUDY ON THE EF FECTIVENES S OF URBAN RESIDENTS’ COMMUNITY PARTICIPATION ABSTRACT It has been over 20 years since China’s grassroots democratic autonomy began. The construction of grassroots democracy seems good. But the development of democracy at the national level is relatively slow. It doesn’t follow the logic that democracy develops from the social democracy to the political democracy, from the grassroots level to the higher level. Does the construction of grassroots democracy go wrong? This paper discusses the question through the study on the effectiveness of urban residents’ community participation. First of all, according to “the ladder of citizen participation”, the paper analyses the effectiveness of urban residents’ community participation from the point of view of participation form. Then, the paper further analyses the effectiveness of urban residents’ community participation from the two aspects--institution and behavior, and finds that the effectiveness is low (that is to say, residents’ decision-making power on community public affairs is very weak). Finally, the paper discusses how the effectiveness of urban residents’ community participation impacts on the development of democratic politics, and thinks that the low effectiveness of residents’ community participation hinders the development of China’s democratic politics.
