Abstract With the rapid development of our socio-economic and the improvement of the modernization level, the unexpected incidents occurred frequently in cities, causing a serious threat to peoples production and daily life. When there is an emergency, the emergency rescue work is the top priority, in particular, how to organize and schedule emergency rescue vehicles reasonably and efficiently. Therefore, the adequate research of city emergency rescue vehicles scheduling problem has great practical significance and practical value. This paper introduces the developmental actuality and shortage of the current research of the emergency supplies transportation and rescue vehicles’ path choose problem, studies the issues of emergency rescue vehicles scheduling problem in cities. Firstly, the paper establishes the emergency rescue vehicle travel time model by three conditions on the basis of the full analysis of emergency rescue vehicles’ traveling characteristics, also uses the simulation data generated by VISSIM software to calibrate the parameters of the model, and then uses Dijkstra algorithm to solve the rescue vehicles shortest path problem. Secondly, for the issue of demand forecast of rescue vehicles, the paper makes use of case-based reasoning technology to predict the type and the number of rescue vehicles. And then, take the shortest time and lowest cost as objective, the paper also establishes a multi-target rescue point selection scheduling model, and adopts the ideal point method to solve the model. Finally, based on the Mapinfo, MapX and VB soft wares, the paper establishes a city emergency rescue vehicle scheduling system, take Shenzhen Baoan district as example, establishes the electronic vector map, simulates the circumstances of accidents and gets the demand of rescue vehicles, vehicle shortest path and the scheduling arrangements.
