But on entering into the new age, as a result of social transformation and system shunting, social contradictions and problems are behaved more complicated in the masses? letters and visits which show that various problems are interwined. They are issues left over from history and questions of reality, economic interests apeal and political rights apeal, reasonable requests and illegal means, resonable apeals in majority and unresonable requests in minority, the masses? spontaneous behaviour and hostile forces? control. The petition work meets a unprecedented challenge. we need to find the sally port to solve these problems so that we can promote the innovation and development of the petition work. Shenyang is an old industrial base which has comparatively much various accumulated social contradictions and problems and the number of the letters and visits are staying at the top.
