The protection of environmental needs scientification and legislation, but the system of environmental impact assessment is an important way to protect the environment. Establishing a scientific system of environmental impact assessment is a key to improve the quality of people’s life and get good quality of environment. The requiring of protection of environment is the reason why environmental impact assessment was produced, the purpose of which is to resolve the environmental problems from the source and to control the abuse of the nature resources, also, it can balance the protection of environment and the economic development. That whether the system can come to play depends on the definition of range of objects of environmental impact assessment. The perfect objects of environment impact assessment can provide the science proof and guarantee that the way of development of society is conducive to the protection of environment and the sustainable development of economy and environment, also, it can realize the goal of Environment Impact Assessment Law, or environment impact assessment means nothing. Though the analysis of this paper of the impact of specific objects, it has cleared the importance of the assessment object of environmental impact, then bringing up the analysis discussion of environmental impact caused by the assessment object.
