图书情报工作网刊 ·研究论文·  2009 年 12月  我国信息服务业发展现状与对策分析 张岚岚 华东师范大学商学院 200241 周 舒 华东师范大学商学院 200241 摘要：信息产业是我国国民经济的支柱性产业，而信息服务业又是信息产业的重要组成部分。信息服务业既具有信息产业高 创新、高增值、高渗透、智力密集型的特征，又符合现代服务业低消耗、可持续发展的特点，研究我国信息服务业的发展现 状和发展对策对国民经济发展具有重要意义。此文探讨了目前我国信息服务业发展的新特点，也提出如何进一步推动信息服 务业的发展。 关键词：信息服务业 发展现状 对策分析 中国 分类号：F49  The development situation and the countermeasures analysis of the information service industry in China  Zhang LanLan  East China Normal University  Zhou Shu  East China Normal University  [Abstract] Information industry is the pillar of national economy in china, and information service industry is an important part of  the information industry. On one hand, information service industry has some featuresthe the same as information industry: of high  innovation, high value­added, high infiltration and intelligence­intensive. On the other hand, information service industry is of low  consumption and its development is sustainable, which accords with the characteristics of the modern service industry.  So the  research on the current development situation and the development countermeasures of Chinas information service industry is of  great significance to the devepment of national economy. This paper analysizes the the new development characteristics of the  information service industry, and suggestions about the development of the information service industry are also given.  [Key words]information service industry；  development situation；countermeasures analysis；China  1 引 言 信息服务业是指 “利用计算机、通信和网络等现代信息技术从事信息的生产、搜集、处理加工、存储、传递、检索和利 [1] 用，向社会提供各种信息产品和服务，从而实现信息价值增益的行业集合体” 。信息服务业作为我国支柱产业——信息产 业的发展引擎之一，显示出了巨大的影响力和广阔的发展潜力。如今信息服务业的发展关系到国民经济与社会发展的全局， 研究信息服务业具有战略性的意义。 2 我国信息服务业的发展现状与特点 我国信息服务业在 “十一五”期间取得了长足的发展，主要体现在不断完善的基础设施，百年不遇的良好机遇以及不断 开拓的新市场和不断涌现的互联网新应用四个方面。 2.1 电信、计算机、广播电视三网为代表的基础设
