PAGE 社会性别预算：理念、实践与路径选择 导师姓名及职称： 副教授 系 别：MPA教育中心 专 业：公共管理硕士 研 究 方 向： 中文摘要 公共预算体现了一个国家的政策优先领域，关系到资源配置的效率。体现社会公平的公共预算是实现包括性别平等在内的社会公正的一个重要保障。中国是第四次世界妇女大会后承诺社会性别主流化的49个国家之一。公共预算所具有的资源配置效应和预算改革政策所彰显的导向作用，使其成为实现社会性别主流化的重要技术工具和制度载体。社会性别预算为公共预算改革提供了一个新的视角，通过对公共预算过程和绩效的监督与评估，可以确保公共预算的公平、合理与高效，有利于公共预算改革的进一步推动和深化。 本文通过对国内外社会性别预算研究文献的进一步梳理，对国内社会性别预算研究和实践现状加以分析，特别是以参与式预算为切入点的张家口社会性别预算项目的调研和考察，重新审视社会性别预算在中国实践的可行性和可操作性，试图在有效借鉴国际有益经验的基础上，结合中国公共预算管理改革，就如何在公共预算中纳入社会性别视角以及社会性别预算本土实践方案提出设想和建议。 关键词：社会性别预算 社会性别主流化 公共预算 Abstract Public budget reflects the priority areas of a states public policy, and is related to the efficiency of the allocation of public resources. Public budget, which represents social impartiality，is an indispensible guarantee to achieve social justice including gender equality. After the United Nations Fourth World Conference on Women, China has been one of the 49 countries who had made commitment to promote gender mainstreaming. Public budgets effect on resource allocation and its guiding function manifested by budget reform policy make it an important technical tool and institutional carrier of achieving gender mainstreaming. Gender budget offers a new perspective for promoting public budget reform. Through monitoring and evaluating the process and performance of public budget, it is ensured that the public budget is fair, reasonable and efficient, which further promotes and deepens the reform of the public budget. Through further studying on the domestic and overseas literature of gender budget, and analyzing the status of domestic gender budget research and practice, especially investigating the Participatory Gender Budget Project in Zhangjiakou, this paper re-examines the feasibility and operability to implement gender budget in China, proposes suggestions on how to integrate gender perspectives into public budget, and approaches of practicing and promoting gender budget during the reform of public budget
