Most countries’ environmental legislation have also improved. In 2007, Chinaschemical oxygen demanded and sulfur dioxide emissions both declined, in 2008,both continued to decline. Then a optimistic view think that Chinas environmental quality has been a turning point. This paper summarizes thestate of the environment in China, many environmental indicators are still very severe. We use cross-country data to examine the environmental Kuznets curve.The conclusion show that the environment turning point takes place at 30 thousand dollars per capita income, Chinas per capita income is still far away from the environment turning point. Concluded from the cross-country data, the impact on environmental quality by economic development was U-type, technological advances can improve the quality of the environment, a higher democracy level can improve the quality of the environment, industrial structure upgrading, during which the service industry increased ,can improve the quality of the environment, but the Governments revenue’s impact on the quality of the environment is not statistically significant.
