试论公共行政人员的道德人格及其完善 厦门大学学位论文原创性声明 兹呈交的学位论文，是本人在导师指导下独立完成的研究成果。本人在论文写作中参考的其他个人或集体的研究成果，均在文中以明确方式标明。本人依法享有和承担由此论文产生的权利和责任。 内容摘要 一个国家公共行政管理的质量和水平，是构成国家核心竞争力的重要内容，也是创建和谐社会的重要保障，而这一切都需要政府更新公共管理理念，完善公共管理体制，创新公共管理方法，提供优质高效的公共产品和公共服务。公共行政人员的道德人格完善不仅关系到公共行政人员个人的自我实现，而且关系到公共服务和公共产品的质量，可以说公共行政人员道德人格的完善是和谐社会、和谐行政的内在驱动力和关键因素。 全文共分三个部分： 第一部分着重分析了公共行政人员道德人格完善的重要意义。该部分首先阐述了公共行政人员道德人格完善是实现和谐社会、和谐行政的核心因素，并在此基础上认为新型公共行政模式应体现德治与法治的统一。同时从公共行政人员信仰缺失与腐败现象的深层分析入手，论述了公共行政人员坚定的信仰和高尚人格对社会的示范作用，以及对社会底线伦理的保障和引领作用。 第二部分主要分析了公共行政人员道德人格的核心价值观——公共精神，提出公共行政人员的角色定位就是能够自觉承担并积极实践公共精神的公民。同时提出独立人格是实现公共精神的必要条件。 第三部分通过对“智、仁、勇”三达德的分析，对公共行政人员道德人格完善的实践要素作了充分的展开。 关键词：公共行政人员；公共精神；道德人格；完善 Abstract The quality of public administration have been playing an important role in raising a country’s core competitive power and making the society harmonious. This requires the government to update the idea of public administration and to reform public administration system. Based on the observation that the situation of the moral personality of public administrator is a key to achieve a harmonious society and harmonious administration，the thesis could be divided into the following three parts: Based on the significance of the perfection of public administrator’s moral personality，I analyzed the deep reason of corruption from the perspective of the absence of lofty belief of public servants， and further revealed the significance of positive demonstration of the nobility of the soul of public administrator for assuring the bottom-line of social morality. In the second part，public spirit was considered as the core value in the moral personality of public administrator. I then proposed that the independent personality of public administrator is the precondition of the realization of public spirit. In the final part，I presented three virtues—wisdom of golden mean， benevolence and moral courage，which are essential qualities of the perfection of moral personality of public administrator in practice.
