The democratic management of the agency is an important link to strengthen the construction of democratic politics in agencies, and it is really very urgent to carry democratic management in effect at present. Based on the above ideas, the article deeply explores how the agencies carry democratic management in terms of the local government’s role in strengthening agent democratic management characterized with Xuhui district, Shanghai. To the point, the article put initial emphasis on studying the origin of agent democratic management and its research conditions and significances, and its research methods and contents. By elaborating the concept of agent management and describing the research conditions I extend the meaning of agent democratic management and elaborate the theoretical and practical significances in studying the agent democratic management, based on which the following three aspects are stressed: First, emphasis should be put on the exploration of professional work in agencies in terms of process.
