In the development of political science, the study of intergovernmental relations was a relatively new area of research. Reform of government institutions worldwide wave of the last century, the rise in the 1980s, driven by Chinese and foreign scholars to study and explore intergovernmental relations boom. Up to now, research on the relationship between the relative system to improve the governments foreign and domestic intergovernmental relations for exploration of a late start, the research process is relatively slow, so that our country in the relevant field of research is rapidly growing.
