The focus of the evaluation are different with each other because of different levels of city development in China. For this reason, clearing direction of development then determining the level of development is important guarantee for the city development to a low carbon eco-city. This article takes the low carbon eco-city as the research object, then exploring the status quo of low carbon eco-city at home and abroad by reading extensive literature; putting forward the basic concept and other related properties, of low-carbon eco-city. Summarizing the different city characteristics and mode of development for the four types of low carbon eco-city, founding a method to determine the type of city-owned; analyzing the strengths, weaknesses and development focus of low carbon eco-city, and establishing index system and evaluation model for low-carbon eco-city. Then verifying the correctness of method for determining of city prototype and feasibility of low carbon eco-city assessment model on this basis by applying the relevant data nearly 11 years. Index and assessment system are important parts on the whole study of low carbon eco-city. It’s not only providing a theoretical basis for more in-depth discussion of low-carbon eco-city in the future, but also proposing standards of specific implementation. This paper conducted in-depth understanding of low-carbon eco-city, founding a method to determine the urban development prototype, can be a clear direction of development, then find a fairly complete index system, followed by the establishment of the evaluation method with a universal applicability pursuant to clear the citylevels of devel
