II II Abstract Higher education institutions of higher learning assessment as to achieve quality control, certification and supervision necessary means, in the operation and development of higher education in increasing the status, quality assurance and accountability as an integral part. Higher education evaluation explore the diversity of supply modes for higher education, and systematism the healthy development of the evaluation of higher education and the public governance framework establish the operation, have important practical significance. Based on the concept of public governance, this paper systematically analyses for the framework of higher education evaluation of optimization and constructing supply modes. First of all, to Chinese higher education evaluation stage of development and evaluation of a simple supply modes of current comb, higher education evaluation problems in supply modes are analyzed, with the formation of how the government governance reform of higher education evaluation and its supply modes of the request; secondly, the supply of higher education evaluation methods developed and the successful experience of the analysis and summary, and then present its assessment of the construction of Chinese higher education supply mode of revelation; thirdly, based on the concept of public governance，analyze the higher education as public governance three assumptions, and puts forward higher education evaluation framework supply modes; finally, expound some countermeasures of higher education evaluation optimal supply modes from establishing the correct value pursuit and establishing competitive market.
