Ab Abstract 目录 目录 ii ii Title ： RESEARCH ON TH E PER FO R M AN C E EVALU ATION OF LO C A L G O V E R N M E N T S O CIAL M AN AG EM EN T Major： Technical E conom ics and M anagem ent Nam e： Rui CHAI S ignature: Supervisor ： Prof. Huifeng XU E S ignature: Ab s t r a c t On the Third Plenum，CPC Central Committee positioned government functions as economic regulation，market supervision，social management and public service．This means that social management was been separated from political functions and economic functions ． What ， s more ， social management became one of the main functions of government．Not only that，Eighteenth National Congress of the Communist Party of China pointed out that we must format social management system．The social management system should has the leadership of party committees ， government responsibility ， cooperative societies，public participation and the protection of law．In addition，social management should combine source of governance and dynamic management with emergency ． So social management has become a new topic for governments at all levels．At the same time，a large number of problems that emerged in this period made governments，social management more difficult．Building a scientific and effective government performance evaluation system of social management functions can guide the work of the governments social management．Local governments are the basis of government system. Therefore，studies of performance evaluation of social management functions of local government have practical significance. In this paper，results of previous studies were reviewed and the relevant concepts were determined firstly．Secondly，county government was chose as an example and the system of indicators for local government performance evaluation of social management functions had been built．In this process，literature survey and group interviews were used to collect indicators．These indicators were screened preliminarily through expert interviews
