Abstract Political Participation is an important concept in modern democratic theory. With the rapid development of the Internet, people are getting used to internet political participation to participate in the Policy-making process and to put forward their own views. Many scholars of China have already instituted this theme and have achieved certain results. In this paper, Internet Political Participation will be discussed by the dynamic analysis methods to expound its common forms and features, to analyze its pros and cons 、functions , and historical values, and try to give a systematic suggestion to Solve the problem. This article is divided into three parts: The first part is to discuss common forms and features of internet political participation. The common forms are government portal, political forum and blog . The main features are equality, convenience, interactive and immediacy. The second part gives an empirical analysis on the pros and cons of internet political participation. There are a bucketful of pros such as improving the scientific level of government decisions, creating a new political culture and helping to promote political stability. The cons can be divided into three categories: social consciousness, political defects and economic development. The third part tries to give a systematic suggestion to solve the problems from the three aspects above. First of all, the government needs to change its old management concept, turn control into service. Then the government should be responsible for training civic awareness public spirit and creating a good atmosphere for political participation. At the same time, citizens also need to change our philosophy, improve the quality and ability of political participation, improve the network ethics, and strengthen self-discipline.
