The electricity industry used to be an important object regulated by the government, due to its technical and economic features. Many governments implemented strict regulation in electricity industry by vertical monopoly. To the 1970s, along with the theory of regulation failure and the inefficiency under long-term strict regulation, the western countries started to relax regulation in electricity industry. Since the 1950s, Chinas electricity industry has developed from state-owned monopoly enterprises to new market-oriented reform. Overall, Chinas electricity industry developed rapidly, and has made tremendous achievements. The country has basically achieved the balance between electricity supply and demand. However，with the process of electricity reform, the traditional electricity regulation system gradually exposes many defects. The electricity shortage in recent years due to the relative scarcity of energy, once again reminded the government and the society how to learn from foreign advanced experience of the reform of the electricity and combine Chinas situation, establish an effective regulation system for the electricity power industry is a great task. During the electricity regulation system building process, the establishment of the electricity regulatory institution is one of the most important parts. How to find current electricity regulatory institution’s problems and improve them is very important for the construction of the electricity regulation system and the healthy development of the electricity industry.
