W ith th e supp ort of theo ry o f so cialization of tort liab ility an d th e prin ciple of no -fau lt liab ility rules, environm en tal infring em en t liability in suran ce b ecom es th e reco gn ition o f th e legal p rofession . B y th e develop m ent of en v ironm en tal infrin gem ent liab ility insuran ce, the risk of environm ental liability can be effectively d isp ersed, and it prov ides protection to v ictim s in a tim ely m an n er. T h e env ironm ental infring em ent liab ility in suran ce has been developed in w estern co un tries for decades, w h ich p rov ides us precious referen ce. C hina h as develop ed en v iro nm ental infrin gem en t liability in su ran ce as early as th e early 1990 s，un fortu nately, it ultim ately ended in failure for various reaso n s. In recent y ears, th e departm en t of the State E n vironm ental P rotection D ep artm ent and O C I jo intly issu ed guid an ce on the environm ental p o llution liab ility insuran ce, re-laun ched the en v ironm ental infrin gem ent liab ility in suran ce p ilo t p roject,and striv e to p rov ide v aluab le ex p erience for prom otion in th e coun try.
