ABSRACTABSRACT ABSRACT ABSRACT The highway is the inevitable product of the development of social economy,the national economy has a basic load，has become a modem highway construction level of countries and regions embodies the．Operation and management of expressway is a huge system engineering．The main contents include：the traffic safety facilities， monitoring system，charging system，communication system and matched for the power distribution，lighting facilities，housing construction and operation management system． This paper is mainly study on the expressway operation management system，the development of a brief review of the Henan expressway,the existing management system to analyze the situation，to find out the existing main problems in the current system and show the necessity and urgency to reform．One is around to play the function of expressway,this paper discusses the establishment of modem expressway management system requirements of the law of socialist market economy．This article focuses on the relationship between the expressway management system，give full play to the function of modem Expressway facilities，analyze the basic properties， highway technical characteristics，economic characteristics and management systematization characteristic，that the establishment of highway modemization management system has Chinese characteristics，should follow the law and regulations，standardize the operation；ensure the integrity management system； hierarchical management，unified leadership；reciprocity；promote franchise management；have 6 basic principles of compatibility． On this basis，we put forward basic framework of modem management system of expressway,and defines the organization，function design and evaluation．In order to ensure that the new management system can be implemented smoothly,finally, straighten out the main problems existing in Henan highway management system in the process，puts forward countermeasures and suggestions． Key words：Highway；Management Syste
