河北省保定市农民收入变动研究  PAGE 13 摘 要 农业是国民经济的基础，中国是农业及农民大国，农民是社会、经济建设的主导 力量。农民收入问题是社会主义新农村建设的核心问题，当前农民收入增长状况不容 乐观。增加农民收入是新时期农村工作的中心任务。保定市作为辖 3 区、4 市、18 县的农业大市，要想实现和谐保定的目标，难在农村，更难在农民收入。农民增收不 仅是一个重要的经济问题，也是建设社会主义新农村、全面建设社会主义小康社会、 构建社会主义和谐社会密切相关的重大的政治问题和社会问题。 论文在界定了农民收入及农民收入变动等相关概念，阐释了克拉克产业结构变动 理论、阿瑟·刘易斯二元经济及人力资本理论等相关理论的基础上，对保定市农民收 入的发展水平，结构的变动态势、区域间的农民收入差异、城乡居民之间的收入水平 差距及农村居民生活水平进行了分析；进而通过定性和定量分析影响该变动趋势的内 外部主要因素；最后针对分析结果，提出了从发展县域经济、实施农业产业化经营战 略、调整产业结构、加大农业投入、努力降低农民成本、促进城镇化建设、大力发展 二三产业、加大人力资本投资等方面来提高保定市农民收入的相关对策建议。 关键词：保定市；农民收入；变动分析；影响因素；对策建议  Research on the Peasants’Income changes of Baoding in Heibei Province Liu Weilin(Agricultural Economic and Management) Directed by Professor Li Yong qin Abstract Agriculture is the foundation of the national economy，China is a big country of agriculture and farmers，peasants dominant force in the social，economic construction.
