This problem has highlighted village government difficult position. The penal law must respond positively to the village cadres corruption. There are many problems of occupational crimes relating to rural grass-roots organizations. For instance, the distinction between rural grass-roots organizations and person, official and collective affairs, confusion of public property and collective property. On the basis of the summary of problems about legislative and judicial interpretation, some detailed solution is proposed to perfect the legislation.
