Abstract To heal the wounded and rescue the dying are doctors’ sacred duty , but in recent years, apathy and numbness become the doctors label.People accuse the doctor of neglecting life and mercenary. Public hospitals have the public welfare, who will rescue the patients even if they arrears, but the cost of medical treatment is unable for the hospital to bear. The hospital should unconditionally help patients, but should not take the responsibility to the doctor arrears. The doctor is not neglecting , but they also want to bring home the bacon with such a little salary. In reality, the reason for the emergence of “neglecting” is not the doctors’ cold, but the lack of pay mechanism or irrational transfer dictates. Fortunately, the government began to attach importance to this problem. Emergency relief fund and the establishment of medical insurance system perfect. Finally the “neglecting” from the battlefield ethics system homeward journey.
