Study Study of the System Structure and the Operating Mechanism of Medium—sized and Small Enterprises’ Technological Innovation Based on the ISM ABSTRACT One of our country’S 1 l th”five—year plan”missions is to build the technology innovation system taking enterprise as the main body,Hope it Can become the breach and important measure of reinforcing independent innovation and building the innovative country．We ought to admit that technological innovation already puts many years into practice in our country enterprise．A lot of enterprise starts to become the main body of the technological innovation step by step．A lot of enterprise has built the corresponding technology centre．But，the effect of the technological innovation that the enterprise carried out is not still ideal．They usually take highly on construction but make light of operation． Although theory studies have also got many achievements，the technological innovation practice especially in medium-sized and small enterprises still lack of Theory guidance．At present，the achievement of technological innovation studies of Medium．sized and sinail enterprises iS mainly concentrated on relevant concept of innovation，the process influencing factors of innovation，and the process organization of innovation and SO on，but the research to medium-sized and small enterprises technological innovation system structure is comparatively very lack．Medium—sized and small enterprises has accounted for our country’S enterprises most，to study medium-sized and small enterprises technological innovation system problems is playing a very big push role to development of national economy．Interpretative Structural Modeling(ISM)as a forceful system analysis model is one kind of picture model which is mainly on qualitative analysis to analyze the problems of complicated society economic system．This paper is analyzed by the summary to medium—sized and small enterprises in the past technological innovation influencing factor’ and use t
