哈尔滨工业大学经济学碘I‘学位论史摘 哈尔滨工业大学经济学碘I‘学位论史 摘 要 社会的发展是以自然资源的大量浪费、地球环境不可恢复为代价的，也 就是我们纯净的自然资源被大量单向低效率消耗，使用后的废气、废水、废 渣来经合格处理便向自然环境排放。循环经济理论应运而生，生态工业园作 为循环经济模式下的工业组织方式日益受到重视，并逐渐成为工业集群发展 改造的方向。生态工业园理论在资源方面表现为资源的高效利用，在环境方 面表现为污染低排放，甚至零排放。其宗旨是保护目益稀缺的资源，提高资 源的配置效率。通过对生态工业园资源利用率的研究，能够发现生态工业园 组织和管理上的不足，为生态工业园的建设理论提供参考意见。 本文从生态工业园资源利用率着手研究生态工业园的发展情况，将数据 包络分析方法(DEA)应用到资源利用率的评价中。针对DEA存在的不足，本 文提出了一种DEA综合效率评价模型，由于它分别从有利于被评DMU和不 利于被评DMU两个角度进行了评价，以其综合值为DMU的效率值，因此， 评价结果比较客观、全面，区分度也很好。 本文构造了生态工业园资源利用率的评价指标体系，并以鲁北生态]：业 园为例对资源利用率进行了评价。根据DEA综合评价的结果，按年份分析 了资源利用率差异的原因，而且从资源集成的角度提出了进一步改进资源利 用率的方案。 关键词 资源利用率；数据包络分析：循环经济 哈尔演下业大学经济学顾士：学位论文Abstract 哈尔演下业大学经济学顾士：学位论文 Abstract The development of the society iS irrecoverable as Cost with a large number of waste of the natural resources and the earth environment．That iS to say our pure natural resources iS consumed by a large amount of one—way poor efficiency．Used waste gas，waste water and waste residue are discharged to the natural environment without dealing with qualified．Recycle economy is a kind of new production mode．It is following the principle of the low exploiting， high—efficient utilizing and low emission，It has important function 012 the sustainable development of the society．The ecological industrialized country organizes the way to be paid attention to day by day as the industry under the recycle economy mode．The ecological industrialized country becomes the direction transformed in industry’s cluster development gradually．The level of the resource utilization ratio of the ecological industrialized country is the behavior of the ecological competitiveness of industrialized country too．Througb the study on ecological resource utilization ratio of the ecological industrialized country can find the ecological industrialized counUy’s developing deficiency, and offer the valuable suggestion for development in the future． This paper is set about studying the development of the ecological industrialized country from the ecolorgical resource utili
