My thesis complete an intelligent video monitoring system based on ARM which give a detailed design on hardware circuit and software flow charts. And also, it researches the target detecting and tracking algorithm of intelligent video monitoring system. In this system, i.MX27 processor is the main controller with Linux real-time operating system running on it. Through use of digital camera, the system collects and compresses video image and then transplants the intelligent algorithm which is written by software into the ARM920T kernel, so it can extracts the region of interest or target in video image. The ARM920T kernel gets the target’s feature information feedback to the i.MX27, adjusts video image acquisition and makes monitoring image transmitted to upper host. On the basis of the intelligent video monitoring system hardware circuit design, this paper completes the construction of the embedded Linux system software development environment. Then, it designs system software and application software on the Linux system platform and combines multithreading technology to ensure the system integrality and operating stability. This paper has introduced the technology of image preprocessing and image post-processing .To aimed at the motion target detection in static background, this paper determines a set of background difference method as the core of moving target detection method, the algorithm gives a detail introduce in background modeling which is based on statistical average method, and analyses the
