摘要 为了建立现代企业制度适应社会主义市场经济的发展 F 华北石油医疗卫生 系统〈以下简称华油卫生系统)面临着如何进行与企业分离，改变计划经济体 制下形成的现行管理模式，实现社会化转型的战略选择问题。 本文应用企业战略管理的相关理论和方法 F 提出了华油卫生系统社会化转 型战略:组建隶属华北石油管理局的华泊医疗集函，满整华泊卫生系统存量结 构F 提升华泊医疗机构核心竞争力，确保可持续的竞争优势。 本文章节安排及主要内容如下:前言就本文的研究目的、研究方法、研究 流程、资料来源、理论框架、论文结构和本文所作的工作做简要说明。第一章 主要介绍华浊卫生系统社会化的背景和涵义，通过建立华泊卫生系统社会化途 径选择模型 F 对组建华泊医疗集团进行评价分析。第二章依据对大量基础数据 的比较分析，全面论述华油卫生系统现状和存在问题，离明了组建华泊医疗集 团的差距与困难。第三章采用企业战略管理相关理论和方法 f 分析华泊卫生系 统内、外部环境 7 提出华泌卫生系统社会化转型战略。第四章针对第三章制定 的战略?设计具体实施方案。 本文的创新主要表现在三个方谣:一是采用层次分析法步提高了华池卫生 系统社会化途径评价选择结论的说服力:二是应用五力模型、行业竞争结 构分析模型、核心竞争力辨识路径图、医疗机构竞争力评价体系等模型芦提高 了研究的科学性:三是构造了华油卫生系统社会化转型战略具体实施方案。 关键词:华泊卫生系统 社会化转型战略 华油医疗集团 医疗机构核心竞争力 Abstract For the demand of the Socialist Market Economy and modem enterprise s system，the Petrol Huabei Medícal and Health System (配abbreviated form of the n缸ne Huayou Health System hereinafter sections) has to handle the strategy option as below: to be sep缸ated 企om the enterpri饨， and then to change the present management model that has been found in Command Economy in order to realize socializatìon transfonnation. In this thesis，author appIies relevant 由eories and methods of enterprises S位ategic management to practice 姐d puts forward a socialization transfonnatìon strategy for Huayou Health System: Sets up Huayou Medical Group which belongs to the enterprise，reforms its old structures，and promotes the core competence of medical organizations in it，so that it wíll keep up a continuous competitìve advantage.
