兰州大学硕士学位论文 兰州大学硕士学位论文 基于“甘肃模式”的政府绩效评估指标体系优化途径研究 Abstract Government Performance Evaluation not only become modem public management research topic at the management field，which has aroused widespread concern and attention of government and academic around the world，but also evolves tO new mode of government management which displaces the traditional mode．Government Performance Evaluation an organic whole consisted of some important elements，includes evaluation subject，evaluation index and evaluation method,ere．And the building,improving and optimizing of the index system the key and baSic project of Government Performance Evaluation．On the hand it determines the direction for government action,on the other hand determines the establishment of assessment mechanisms and procedures． Based surveying researches of domestic and international index systems government performance evaluation,currently,we found the Government Performance Evaluation System studies are mainly focused building the index，but less concern the feasibility and effectiveness of evaluation system from quantitative analysis，verification and optimization．In this paper,we take evaluation index system of‘Gansu model”as the object，and study the evaluation questionnaires，indicators and weights which used in‘Gansu model’’with methods like quantitative，factor analysis，and multiple regression analysis．Firstly,讲tll significant change of Credibility and Validity in“Evaluation of State Government by Enterprise”，the goal of simplifying questionnaire by reducing items from 44 to 30 has been accomplished．Secondly, through study the regression index and significance level of index system,we found that some indexes not positive correlated with government performance，SO these indexes should be adjusted in future evaluation of government performance．Finally,through the calculation of each judge Matrix，CI and CR,we readjust the weight distribution of“Evaluation of State Government
