Though the deve10pment of China s power is vεry rapid， it sti11 fai1s to meet the neεd of the power ， and now it is short of power ，but a1so the thing is deteriorating. Res01ving the prob1em is immediate. We shou1d first1y start from the adjustment of economic structure， change the extensive mode of economic growth ，bui1d a modern power network ，七ut a1so active1y advocatεenergy conservation. Building a 泪odern power network is a 10ng-ter血 strategic task. 1t not only needs advanced equipments which is high-capacity ， high-parameters and 1ow-consume ，七ut a1so needs accessories of scientific management to01s， in order to make the power system genεrate 、supp1y and consume in paralle1 ， designedly razing out wave crest to fi11 up trough， according to predetermining value ， adjusting to thεsupply and demand contradictory figure of the transient power system， that is to say， imp1ementing electric power 10ad management. Regu1ating power 10ad in e1ectricity consumption side in electricity regu1ation is e1ectric power 10ad management ，the main objective is to improve network load curve shape， so that the power load is more balanced to enhance the economics 、securi ty and investment returns of power system operation. Electric power load management has usua11y two control strategies ， one is the use of economic instruments， according to the 1argest energy of electrici ty users，and different electrici ty price for wave crest or trough to stimulate consumers to raze out wave crest to fi 11 up trough; the other is technical method ， using appropriative control equipment ，while consuming power in high wave ，cutting some discontinuous load.
